Stakeholders:
This notice is to invite public comment on our local Mental Health Services Act (MHSA) 2010 /11 Annual Update to
the Three-year Program and Expenditure Plan for Modoc County Mental Health.
This Update provides funding levels
for the 2020/11 fiscal year for the following programs:
- Community Supports
and Services: System Transformation, including use of a Multiagency Response Team to serve children, transition age youth,
adults and older adults with resources available to meet their needs; outreach and engagement to assure that Modoc County
residents who need mental health services may receive those services; and a consumer-operated drop-in center;
- Prevention
and Early Intervention: Services designed for children and youth in stressed families, children and youth at risk of school
failure, children and youth at risk of or experiencing juvenile justice involvement, and underserved cultural populations,
including community asset-building for children and youth, a primary intervention program jointly with local school districts
serving children in grades 4-6, and a program to support skill building with parents and children to strengthen families;
- Workforce
Education and Training: Activities designed to develop and maintain a culturally competent workforce, including training,
technical assistance and stipends and other supports to enable recruitment and support for individuals wishing a career in
the public mental health system.
Our plans have been developed with the participation of stakeholders from staff, consumers,
family members and partner agencies. We have benefited from efforts in the current year to preserve funds
to assure that programs can be maintained in these difficult budget times; this plan proposes no changes
in programs, service levels or service populations from current operations.
Guidelines for preparation of this Update
are provided by the California Department of Mental Health Information Notice No: 10-01. Copies of this
Information Notice are available from the Modoc County Mental Health Services office at 530-233-6312. Please
note that this is a draft version of the plan that will be submitted. Due to difficulties with our practice
management software, there may be small variations in carryover funds upon verification of Modoc County’s Revenue and
Expenditure Report. However, it is anticipated that there will be no significant changes in the programming
funds requested in this draft version.
A public hearing will be held on April 7, 2010 at 1 PM in the Health
Services Conference Room (441 N. Main Street, Alturas, CA) for any further public comment. In accordance
with the California Code of Regulations, this document is being posted for a 30-day public comment period prior to a public
hearing before the Modoc County Mental health Board. The posting period will be from March 8 through April
