Modoc County Mental Health Services Act
Request to Dedicate Funds to Modoc County's Prudent Reserve
Pursuant to Welfare and Institutions Code Section 5847(a)(7), each County receiving Mental Health Services Act (MHSA) funding
must establish and maintain a prudent reserve for the Community Services and Supports (CSS) component of the MHSA. Modoc
County currently the CSS component in operation. The prudent reserve is necessary so that the county can continue to serve
children, adults and families during years in which revenues for the Mental Health Services Fund are insufficient. Counties
are required to fund a local prudent reserve with a level equal to 50% of the most recent annual approved CSS funding level
by July 1, 2010. Modoc County's most recent approved CSS funding for fiscal year 2007-08 is $340,812; thus, we need to establish
a prudent reserve in the amount of $170,406 by July 1, 2010. If there is an increase in Modoc County's CSS funding prior
to July 1, 2010, the amount needed in our prudent reserve will increase.
Each county must submit a form entitled "Mental Health Services Act (MHSA) Request to Dedicate Funds to the Community
Services and Supports (CSS) Local Prudent Reserve"; to the Department of Mental Health (DMH) in order to request funds
for the prudent reserve. This form also serves to update the existing Three-Year Program and Expenditure Plan and to modify
the county's existing MHSA Agreement.
Modoc County has $729,863 in Unapproved CSS funding. This funding must be spent within required timelines or it will revert
back to DMH for redistribution. Modoc County's Advisory Board and Steering committee agreed that $170,406 these funds be
requested from DMH and deposited into our local prudent reserve. This will prevent them from reverting back to DMH and will
also fully fund our prudent reserve at the FY07-08 level.
In accordance with the California Code of Regulations, this Request is being posted for a 30-day public comment period
prior to submission to DMH. The posting period will be from March 21, 2008 to April 21, 2008. Copies of the Request may be
